Streetscape Update Ė March 28, 2014

I would like to provide you an update on the status of the Downtown Streetscape Project. The City of Fenton has provided all required information to the Michigan Department of Transportation (MDOT)
ahead of their deadlines so that construction on this project could begin in early April. While we completed all of the required tasks on our end; unfortunately, this project has been delayed due to
processing issues by the Federal Highway Administration (FHWA).

As you are aware, this project is 42 percent grant funded and is being partially-funded through the Genesee County Transportation Improvement Plan which funds federally approved Transportation
Projects in this county. Once this plan is approved, it is submitted to the Michigan Department of Transportation (MDOT) and added to the State Transportation Plan that includes all projects that are
federal transportation projects in Michigan.

We were recently informed by planners from the Genesee County Metropolitan Planning Commission that FHWA has not yet approved the State Transportation Improvement Plan that MDOT initially
submitted. The plan was submitted to FHWA in fall 2013.

MDOT submitted the plan, during the six-week federal shutdown last fall. During the shutdown, FHWA did not review projects. When the shutdown ended in November 2013, the FHWA had a significant
backlog in projects to be reviewed and this is causing a delay in our downtown Streetscape project.

The project cannot be bid by MDOT until the FHWA completes their process. Genesee County has advised us that will likely be within six weeks. Once complete, MDOT prescribes a six-week period for
bid letting and there will be approximately an additional two weeks of review. This means that we may not be able to begin construction until sometime in July.

If this delay continues we may reconsider our construction schedule. We will look at all options available.

The City Administration is continuing to move this project forward so construction can begin as soon as possible. When I receive more information as to what is occurring with this process, I will let you know.
